might be another mod, maybe you installed some sound replacer mod or something.

I dont have install any sound replacer mod, the characters dont even move their lips, maybe a problem with SI or Knights of the nine?,
Or could it be a driver problem? (audio, video)

Sorry mate, no idea what's causing this. I've read somewhere that's a temporary glitch (exit restart PC, start Oblivion again). If the problem persists, try disabling installed mods one by one. Well other than that reinstall Oblivion. Sorry I can't be of any help.
