Most people here and on the official bethesda forums use BOSS to sort our load order, and others use OBMM or OBMM extended. But you do not seem to want to use those program because they messed up your game. So all that i can offer you right now is my load order, but i do not use all WAC esp's. Well i can understand that part. I hope that my load Order was a bit of help to at least get you started with your load order. Also if you wish to use WAC - Legion.esp, then place that esp directly below WAC - TCOS Shops.esp.

The WAC esm and esp's you see in my load order and the WAC - Legion.esp are the only ones i use/used from WAC so i can not advice you on where to place the other esp's.

OK if i put just WSC.esp and Waalx Animals & Creatures.esm and WAC - OverSpawn.esp it Works BUT if i put any of the other esp's in Game will Not Start!

Ah yeah that limit on the amount of mods can be annoying, good to see that the game not starting for you was just that limitation.

Do some reading on how to install mods, setting load order, the mod limits, merging mods and other important information that almost every other player takes the time to do since you can't be bothered to try solving problems and asking in a civil manner.
