Yeah it is on Modding History, as a matter of fact there are several version there...even Galsiah's Character Development Lean v2.03.
And there is a link on that page that leads to Jac's site for a v2.04 Lean version. I have used GCD in the past but for some reason it quit often caused problems for me. It was around that time that i found MADD Leveler.
It does not work the same as GCD but i still really like it. Madd Leveler does automatically raise stats when called for and it does uncap the stats and skills, but it does not automatically raise your characters level when 10 points are reached.

Sometimes, for me it's better to remember the good parts of a game and leave it behind rather than persevere. "IF" Bethesda ever sent out a final patch, and they said it wasn't impossible, (but is now unlikely I imagine) that fixed some of what I believe was broken in 1.9 (since 1.8 was almost perfect for me) it might change things. I did save the 1.8 core files so I could revert if I wanted to and I have old versions of mods backed up so if I get a mad urge one day I might give it a try, as long as I don't go online with Steam. Whether some mods are backward compatible patch wise is another thing, but I have old versions of most that I use.
Indeed the combat system from Skyrim is what i really miss at the moment in MW, but it will get better the more i play MW.
Personally i doubt they will bring out another last patch, usually once they have merged the forums as they are now then they no longer bring out another patch. ( That is how it went with MW and Oblivion as well. )
