What would you want to see? what would be a mandate? be as detailed as possible...

I think it should not be based only on Norse mythology and culture, but it should be a mix of everything in a part. It is fantasy and TES universe after all. There are no such things as Vikings.
I expect to see different types of towns and buildings, from wooden ones, stone ones, carved in rock, built of ice...
I expect different types of animals and many of them, not only bear/wolf/elk. Wouldn't like to see minotaur and spriggan as normal wildlife creature, but as a mythical being instead.
There were many threads of what would you like to see/how would you like tesV to be, so I won't babble much about it...

Well for one, smarter AI, that is less scripted, nords in drakkars raiding coastal villages would be a treat.But back to Nirn...a bloody chainmail helmet that doesn't make make character look like a condom , that's all that comes to mind at the moment.
